The nonworking Verkhovna Rada of Ukraine is neither for the good of state or people, nor for the benefit of effective work. The First Deputy Chairman of the Verkhovna Rada of Ukraine Ihor Kalyetnik said this during the meeting with the representatives of the European Business Association.

 

“We are extremely concerned about the fact that the Verkhovna Rada is blocked for almost two weeks already and the session was not opened for the first time in the history of the Parliament, as it is stipulated by the Constitution of Ukraine,” he said, adding that “there were different kinds of blocking, but the session has always been opened”.

 

Outlining the situation in Parliament, I.Kalyetnik noted that the issues causing discussion have “somewhat reverse sides”. “If to mention personal voting, all faction leaders support it, as is stipulated by the Constitution and the Rules of Procedure. It is a different matter, however, how this prescription is being implemented,” he said. 

 

Thereat, I.Kalyetnik supported the necessity to hear each other: “The Parties have no right to pose ultimatums, but have to listen to each other and remember their responsibility before voters and the country”.

 

I.Kalyetnik reminded of Memorandum that was suggested to all negotiating Parties in regard to ensuring the procedure of personal voting and possible outcomes, in case the procedure is being violated. According to him, another meeting of faction leaders with the authorities of the Parliament to settle the existing crisis will be held on Friday.  

 

During the meeting with the representatives of European Business Association the ways to deepen effective cooperation between state and business as well as the problems of legislative support to investment projects were discussed. The participants have also discussed the need to establish serious anti-crisis program at the level of state and create qualitative legislative acts that would bare the necessary impact on the state.
